Dr. Lysette Umutesi is a highly accomplished medical doctor with 14 years of experience in the healthcare industry. She is currently serving as the Head of the Medical Insurance Scheme (Former RAMA) at Rwanda Social Security Board. In this role, she is responsible for overseeing the development, implementation, and management of the institution’s health insurance programs.
Prior to assuming her current position, Dr. Umutesi served as a Senior Medical Advisor at the same institution. In that capacity, she provided expert medical advice and guidance to the institution’s management team on a wide range of healthcare issues, both in the Medical Insurance Scheme and the Community Based Insurance Scheme. Before that, she practiced general medicine in a private clinic and at King Faisal Hospital as a Medical Officer; and later worked as a Medical Advisor at SAHAM insurance company, where she gained valuable experience in insurance operations and medical underwriting.
Dr. Umutesi is also pursuing a master’s degree in health economics at the University of Pompeu Fabra in Spain. This advanced degree program is preparing her to take on a leadership role in health policy and management, with a particular focus on the economic aspects of healthcare delivery. Dr. Umutesi’s extensive knowledge of healthcare systems, health insurance operations, and health economics makes her a highly respected leader in her field. Her combination of medical expertise and business acumen enables her to effectively balance the clinical and financial aspects of healthcare delivery, ensuring that patients receive the best possible care while also managing costs and maintaining financial sustainability
