Dr. Emmanuel Kayibanda has been a practicing Surgeon and health facility administrator for over 40 years. He completed his post-Graduate degree in 1985 at Dakar University in Senegal. In 1995, he joined CHK as head of surgery.  In 2002, Dr. Kayibanda was appointed as the Director of the University Teaching Hospital of Kigali (CHUK). During this period, he efficiently managed a conjoint project between the Belgian Technical Corporation and CHUK with an annual budget of 3 billion Rwandan Francs. He was involved in Quality improvement activities in CHK between 1998-2002 in the surgical department and from 2002-2005 at a high level as head of the institution. As a well-respected Practitioner in Rwanda, Dr. Kayibanda was elected by his colleagues to become the First President of the Rwanda Medical Council in 2003. Four years later (in 2007) he founded with his pair of surgeons the Rwanda Surgical Society and sat as its first President until 2012. He has always contributed to teaching undergraduates and postgraduates student and was appointed as Associate Professor of Surgery at the University of Rwanda – College of Medicine and Health Sciences in 2013. Additionally, Dr. Kayibanda is a Fellow of the College of Surgeons of East, Central, and Southern Africa (COSECSA).

In July 2005, he joined Rwanda’s premier private hospital, King Faisal Hospital-Kigali (KFH) in need of surgeons. He has served as Head of Surgical Services and later Head of the Medical Services Division (all clinical Services).  Involved at a high level in this hospital’s accreditation preparation, he got a strong exposal in Accreditation and Quality improvement activities. In that capacity, he contributed a lot to the 3 first consecutive accreditations of King Faisal Hospital, Kigali (2011, 2013, and 2016)

In 2017 Prof. Kayibanda became the Legal Representative of the newly established Rwanda Agency for Accreditation and Quality Healthcare (RAAQH). He has committed his leadership and medical experience to support the continuous improvement of quality healthcare in Rwanda. Under his supervision, RAAQH has conducted every year since 2019 baseline and progressive accreditation assessments for public (51) and private hospitals (4), baseline accreditation assessments for polyclinics (29 polyclinics surveyed) as well as health centers (78 surveyed)
